Find Child Care Resources & Referrals


Child Care Resource and Referral (CCR&R) is a free and confidential service for families. The ELC of Duval’s trained staff helps you find quality child care and early learning programs and connects you with other community resources such as food, medical care, workforce support, housing assistance, financial assistance programs, and more.

All families receiving Child Care Resource and Referral services will be contacted to complete a voluntary survey to gauge your customer service experience with our office. All responses are anonymous and confidential and will not affect your services.

Choosing a child care program for your child is one the most important decisions you’ll ever make. There are more than 400 programs in Duval County. How do you begin to identify quality child care?

Do Your Research

Contact CCR&R and discuss what's important to you. The CCR&R specialist can provide you with a list of providers that meet your family's requirements.

  • Visit at least 3 providers
  • Observe and talk with the teachers who should be caring, qualified, and well-organized
  • Stay for at least 30 minutes, walk around, and look at the whole program
  • Ask for references

Reach For The Stars

The Guiding Stars of Duval (GSOD) is a tool for families to identify quality of early learning and child care programs and help guide decision-making. Providers that participate in the GSOD program commit to not only meeting the basic requirements for licensing set by the State of Florida, but they also agree to hold themselves accountable to higher standards.

Programs are measured on important indicators and standards such as teacher education and training, teacher-child interactions, child screenings, and curriculum. Ratings range from one (1) star to five (5) stars.

Types of Early Learning & Care Available


School Readiness Program

Provides financial assistance to eligible families to offset the expense of child care by paying a reduced parent fee.


Voluntary Prekindergarten (VPK) Program

Is a free prekindergarten program for 4- and 5-year-olds who reside in Florida. Participating children must be 4 years of age on or before September 1 of the current school year. Families can enroll their child in Florida’s education program that year or wait until the following year when their child is five.



Success by Six

Is a program funded by the United Way. It’s an initiative that offers two-year scholarships to families who do not qualify for state subsidies, providing their children with access to high-quality early learning.
